To develop local expertise on local resource-based employment generation approaches (specifically on road rehabilitation and maintenance, including emergency needs at the onset of disasters) and be the local sources of technical advice and guidance in the area. The technical assistance will specifically assist the DILG to be able to access the Special Local Road Funds of each LGU, to fund local projects and community contracts for road rehabilitation and other related infrastructure works. The communities and local governments will be at the forefront of the implementation. The local experts, mainly from the DILG and LGUs, will constitute the ILO network that will play a critical and significant role in initiating arrangements and sustaining the gains of the application.
