Gender Responsive Budgeting

(1) Support sectoral budget work - - - SoWAt will continue working with the clusters re critique of agency GAD plans (and resource utilization?) for 2012, as well as in the review of 2013 budget proposals; work on this has commenced, and the Social Protection cluster has already submitted their critique and review; SoWat will follow up with the rest; once consolidated, overall review will also be done with PCW; (2) Localizing GRB - SoWat has also began to mainstream GRB into their localization work in 8 areas; Oxfam will try to link an initiative by Ms. Jeanne Illo on testing/piloting localization of GAD guidelines; potential areas could be Hinigaran in Negros Occidental, Tulunan in N. Cotabato, and Guimba, in Nueva Ecija; (3) Challenging the macroeconomic framework - - Capacity building work will also be done among SoWat members and gender advocates in order to prepare advocates to challenge the macro economic frame/assumptions/theories of development and resource allocation in the country, and influence the discourse; discussions with feminist economists around the ""care economy"" and GRB will be initiated by SoWat and Oxfam; strategies will also be developed towards engaging NEDA and the DBM, given potential opportunities with the change of leadership within NEDA (Prof. Balisacan as new Director General), and identifying potential champions within the government bureaucracy; (4) Establish a Gender Working Group - composed of representatives from the clusters (agri, educ, health, envi and social protection) who will provide oversight and support to the above streams of work; potential members include the following: Thea for Educ; Mercy for Health; Rachel for Envi; Hazel for Agri; Marivic for Social Protection; will also include Daryl of PKKK to join group; Marivic will lead and convene the GRB working group
